How the headline figure is computed

One-unit homes permitted in 2023 (10,121) divided by the net number of households the IRS recorded moving into this market's counties in the same year (14,036 arriving less 8,087 departing = 5,949 net). Both figures are for 2023 and for the same 6 counties, which is what makes them a ratio rather than two unrelated numbers.
