Read this carefully: Change in the Texas Education Agency published turnover rate against the prior school year, in percentage points. Each TAPR file carries only its own year, so this is a join of two files; a district appears only if it is present in both under a name that is unique in each.

Measure
Change in turnover rate, points, ranked highest first across 13 counties in Dallas-Fort Worth
(84 ranked in total).
Universe
Texas public school districts whose county TEA records as one of this market's counties. Districts below 1,500 students are excluded from the change measures and below 500 from the level measure, because a ratio over a small staff moves several points when three people leave. District names that are not unique within a school year are excluded entirely, because the report-safe views expose no district number that could resolve them.
